Thirty Years of Building Human Capacity
A Transformational Model for Rural Economic Development
Economic development is human development. Human development begins at birth. Lasting economic prosperity begins with the family.

Thirty Years of Building Human Capacity
For thirty years, the Sylacauga Alliance for Family Enhancement (SAFE) has operated from a simple but increasingly consequential belief: strong communities begin with strong children and strong families. Today, that belief has become the foundation for the East Alabama Rural Innovation and Training Hub (EARTH) and a transformational approach to rural economic development.
Traditional economic development often begins with land, buildings, infrastructure, business recruitment, and jobs. SAFE and EARTH begin one step earlier—with people.
If economic development is ultimately the development of human capacity, then economic development begins at birth—with the family.
A child who is healthy, nurtured, prepared to learn, supported through school, exposed to possibilities, connected to education and training, and able to transition successfully into employment or entrepreneurship becomes the human capital upon which a thriving economy is built. Likewise, a parent who has access to childcare, transportation, coaching, education, employment, and family supports is better able to participate and advance in the workforce.
That understanding has been built through three decades of SAFE's work. SAFE began in 1996 around a vision of communities working together on behalf of children and families. Over time, SAFE evolved from addressing immediate family needs into building an integrated continuum of prevention, education, family strengthening, youth development, workforce preparation, transportation, economic mobility, and community collaboration.
Economic Development Begins Before the First Job
Today that continuum begins before a child enters school. Through home visitation, HIPPY, Parents as Teachers, early intervention, parenting education, family-centered coaching, and strengths-based case management, SAFE helps families build the stability and capacity necessary for children to thrive.
As children grow, Expanding Learning Possibilities provides Pre-K–12 out-of-school learning, academic enrichment, STEM experiences, career exposure, leadership development, and opportunities that help young people discover their interests and potential.
For youth and adults, SAFE connects education to economic mobility through career coaching, workforce readiness, work-based learning, transportation, credentials, entrepreneurship, stabilization services, and other supports that address the real barriers that often stand between an individual and opportunity.
The lesson from thirty years of this work is clear: workforce development does not begin when someone applies for a job. It begins when a child develops the capacity to learn. It continues when that child learns to read, solve problems, collaborate, create, communicate, and imagine a future. It grows through STEM, career exploration, technical education, credentials, internships, apprenticeships, entrepreneurship, and postsecondary education.
It succeeds when adults have the childcare, transportation, family stability, coaching, and support necessary not simply to obtain employment, but to remain employed, advance, increase earnings, and build economic security for their families.
From SAFE to EARTH
EARTH represents the next evolution of that philosophy. SAFE has spent three decades developing human infrastructure. EARTH connects that infrastructure to economic infrastructure and opportunity.
EARTH brings together early learning, K–12 education, career technical education, postsecondary institutions, healthcare, advanced manufacturing, cybersecurity and technology, agriculture and food systems, transportation, alternative energy, entrepreneurship, business incubation, research, commercialization, arts, and community development within a regional innovation ecosystem.
Business and industry identify current and emerging workforce demand. Education and training partners develop the skills and credentials. Entrepreneurs create new businesses and markets. Research partners help move ideas toward commercialization. SAFE helps individuals and families overcome barriers. EARTH becomes the place where these systems connect.
The result is a fundamentally different model of economic development. Rather than recruiting jobs and then searching for people to fill them, EARTH develops people while simultaneously developing the opportunities that allow those people to prosper.
Rather than separating human services from workforce development, the model recognizes childcare, transportation, family stability, education, health, and access to opportunity as essential workforce infrastructure. Rather than viewing rural communities through the lens of what they lack, EARTH uses an asset-based approach—leveraging the region's people, educational institutions, industries, natural resources, entrepreneurial talent, history, partnerships, and physical assets to generate new economic opportunity.
A Whole-Life Economic Development Ecosystem
The SAFE–EARTH model creates a continuum:
Healthy Families → Ready Children → Successful Students → Skilled Talent → Productive Workers → Entrepreneurs & Innovators → Growing Businesses → Stronger Communities → Regional Prosperity
The continuum does not end with employment. It includes advancement, entrepreneurship, business creation, wealth building, leadership, and the ability of the next generation to begin life with greater opportunity.
This is why the intersection between SAFE and EARTH is so important.
